National Container Sea-rail Intermodal Internet of Things Demonstration Project

Background:

In order to coordinate and promote the work of container sea-rail combined transport, the Ministry of Transport and the former Ministry of Railways signed the “Cooperation for the Joint Promotion of the Development of Rail-Water Transport” on May 10, 2011, clarifying that he two departments will establish a close, pragmatic, long-term and effective Cooperation mechanism to strengthen cooperation in planning layout, infrastructure, standard system, organization management, information sharing and application demonstration, and jointly promote the development of sea-rail combined transport.

In December 2012, the Ministry of Transport issued the “Reply of the Ministry of Transport on the Feasibility Study Report on the National Container Sea-rail Intermodal Internet of Things Application (Shenzhen Port) Demonstration Project” ([2012] No. 797), and approved that Shenzhen Port will carry out the construction of the national container sea-rail combined transport Internet of Things application demonstration project, and the project will be implemented by China Merchants Port Co., Ltd.

In June 2014, the Ministry of Transport issued the letter [2014] No. 488, and approved the preliminary design of the demonstration project of the National Container Sea-rail Intermodal Internet of Things (Shenzhen Port). The project will be implemented by the China Merchants Port.

Challenge:

According to the requirements of Document No. [2012] 797 of government, on the basis of integrating the information resources of intermodal service chain in Shenzhen Port, with the support of the Internet of Things technology, the whole network monitoring and logistics information of the Shenzhen-Changsha demonstration line sea-rail combined transport need to be realized. Seamless integration is needed to enhance the competitiveness of the container sea-rail combined transport market.

Solution:

With the help of government policy support, CMHIT established an advanced information technology platform for the business development of sea-rail transport in Shenzhen Port.

Established a sea-rail business information management system for Shenzhen Port and Inland Port Company to realize the integration of documents, billing, business management, statistical analysis, forecasting and early warning.

Through the networking with the information system of the railway department, the Internet of Things technology is used to enhance the transparency in the sea-rail transportation link, and provide information support for the whole process logistics management of the demonstration line.

In line with the reform needs of business departments and port supervision units, it provides a technical support platform for customs clearance and supervision of port departments in Shenzhen and Changsha.

Through the implementation of the information system, the standard model of replicable sea-rail operation will be gradually formed, and the standard model will be transplanted to other regions in the future.

Achievement:

In April 2015, Changsha Xia Ning Railway Freight Yard passed the acceptance inspection of Changsha Customs and officially became a customs supervision place, which greatly improved the customs clearance efficiency of Hailing Demonstration Line.

In August 2015, the customs supervision subsystem and the enterprise information management subsystem of the container sea-rail intermodal Internet of Things (Shenzhen Port) demonstration project were put into operation.

In 2016, the construction of the sea-rail information platform for the demonstration project of the container sea-rail intermodal Internet of Things (Shenzhen Port) was completed.

In February 2017, Changsha-Budapest Central Europe Line was organized by the Guangzhou Railway Group, China Railway Container Corporation, Guangzhou Railway Changsha Freight Center and the “XiangOu Express Line” platform company to promote the “One Belt, One Road” interconnection. The development pattern of logistics, promoting economic and trade cooperation with countries along the route, enhancing the location value of inland transportation. This has played an important role in supporting Changsha to establish a national central city.
